It is proved the well-possed solvability of problem a skew derivative under nonlocal condition with a time variable for uniformly parabolic linear equations. Consider a problem of an optimal control choice for a system which is described as an nonlocal problem with skew derivative, bounded interior, final and limits inside controls. Criterion of quality is determinate by the sum of volume and surface integrals.
